When the treasure was taken from them those 221 years ago,by you, a curse was set onto them. The same crews still man the ships they used those many years ago, and they have retaken the treasure. All except one island that you hold, still, from all those years back. The stronhold could not be broken by the pirates. When they reclaim this tresure the curse will be lifted and they will try to make your life full of greed and war. You cannot let them get the gold back. You decide to turn the table with a settlement of 1200 aristocrates. You will need your gold supply to succede. Also drive the cursed pirates to no return and capture back all the gold that is rightfully yours.
