This mission(money is no object) you have to get a population of 4000 inhabitants 3000 of them being Aristocrats. If it is not possible on the RP Island there is a second island(thank you eric for uploading starfish ;)) that is more then necessary, and you also need a 500 balance..hince the name, and help blue to a level of 500 citizens of 800 people.
